Recommendations for the Transport of Hazardous Waste
All business generate waste and most types of business waste are classified as controlled waste. Controlled waste includes commercial, industrial, hospital and household waste.
We all have a legal responsibility in this regard to ensure that the production, storage, transport and disposal of waste is controlled without damaging the environment. And this is the duty of all of us.
In general, industrial waste, whether solid, liquid or gas, is included in the category of hazardous materials and toxic waste. Hazardous materials and toxic wastes are very dangerous in the chemical industry. Waste from the chemical industry generally contains various kinds of accumulated heavy metal elements and their toxic properties are very disturbing to human health.
Hazardous materials and toxic waste from industrial activities absorbed in the environment will ultimately have an impact on human health. The impact can be directly consumed by humans, for example drinking water is contaminated and so on.
According to Government Regulation No. 101 of 2014 concerning Hazardous Waste Management, Transportation of Toxic Materials and Waste, it is described as a business entity carrying out activities for transporting hazardous materials and toxic waste. This term means the transportation of hazardous materials and toxic wastes as necessary by means of closed transport of hazardous and toxic waste materials.
Hazardous Waste Transportation Recommendation Application Process
The applicant submits a recommendation document for transporting hazardous waste to the Ministry of Environment and Forestry c.q. Deputy of the MENLH for the Management of Hazardous and Toxic Materials, Hazardous and Toxic Waste, and Garbage, which is aimed at KLHK's Integrated Services.
The applicant completes administrative documents in accordance with the requirements.
Field verification by KLHK officials to check the correctness of the submitted documents and suitability of the type of hazardous waste and the means of transportation used, including conformity with the symbol and label of the hazardous waste to be used according to regulations.
Issuance of the Recommendation Letter for the Transport of Hazardous Waste is carried out after all administrative and technical requirements have been met.
Transportation of Hazardous Waste Required to be Completed with Recommendations for the Transport of Hazardous Waste
The transportation of hazardous waste that must be accompanied by a recommendation for the transport of hazardous waste from the Ministry of Environment and Forestry includes:
Transportation of hazardous waste from the hazardous waste producer to the hazardous waste collector, user, processor and/or landfill located outside the project site of the hazardous waste producer
Transportation of hazardous waste from the hazardous waste producer in location A to the same hazardous waste generator located outside the project site in location A (either using public roads or not using public roads)
Transportation of hazardous waste (whether carried out by Hazardous Waste Producers or Hazardous Waste Transporters) which is carried out in the same project site but via public roads
Transportation of hazardous waste from the hazardous waste collector to the hazardous waste beneficiary, processor and/or landfill
Transportation of hazardous waste from the hazardous waste user to the hazardous waste processor and/or landfill
Transportation of hazardous waste from hazardous waste generators to ports for export of hazardous waste without using containers.
Notes: Based on the provisions in Government Regulation Number 101 of 2014 concerning Hazardous Waste Management, the terms used for businesses and/or activities of hazardous waste management services are: hazardous waste collectors, hazardous waste transporters, hazardous waste users, hazardous waste processors, and hazardous waste landfillers.
